Otaru City Bus and Taxi Guide 2026 | Getting Around After You Arrive

・

This guide sorts out getting around Otaru after you arrive: city buses, the 1-day pass, taxis (after the December 2025 fare revision) and walking. It shows the best routes by destination, such as the aquarium, Mt. Tengu and hot springs.

Check first: walking is enough for the center

The center of Otaru sightseeing (JR Otaru Station, Otaru Canal, Sakaimachi Street and the Sankaku Market) is all within walking distance. If you are only sightseeing in this area, you don't need buses or taxis.

Buses and taxis come into their own in situations like these.

  • Going to spots away from the city center, such as Otaru Aquarium (Shukutsu) or the Mt. Tengu Ropeway
  • When you have a lot of luggage, it is raining, or your feet are tired
  • When heading to hot spring facilities (Temiya-den, the Asarigawa Onsen area)

1-day pass (Otaru city bus 1-day pass)

If you plan to visit several spots, consider buying a 1-day pass. Price: adults ¥800 / children ¥400 / Valid on: unlimited rides within the flat-fare zone of Otaru city buses. Main perks (for reference): Otaru Aquarium adults ¥1,800 → ¥1,300 (discount on showing the pass) / discounts at other sights and restaurants too (see the information given when you buy).

Where to buy: on the bus (from the driver), the Otaru Station bus terminal counter, the Otaru Canal Terminal (Otaru Bine), and some hotels in the city (such as Authent Hotel Otaru). Check with each hotel for availability elsewhere.

Combo tickets: Otaru Sansaku Ken (adults ¥1,850 / children ¥1,240, Mt. Tengu set, reference values) / There is also an Otaru 1-day + Sapporo one-way combo ticket (reference values)

Is it worth it? If you visit the aquarium (Shukutsu) and Mt. Tengu, round-trip bus fares plus facility discounts often save you more than ¥800. If you only visit the canal and Sakaimachi, they are within walking distance, so you don't need the pass.

Taxis (latest information after the December 2025 revision)

Otaru taxi fares were revised on December 17, 2025. The initial fare is ¥600 (after the revision; however, the distance covered by the initial fare was shortened, so it is effectively close to a price increase). In winter (December 17, 2025 to March 26, 2026), fares are about 20% higher than normal. A phone booking fee applies since the revision (previously free).

Recommended transport by destination

Choosing transport by destination lets you use your time and money efficiently.

JR Otaru Station to Sakaimachi Street and Otaru Canal: walking (about 10 to 15 minutes) is the basic option. Much of the way is flat, and you can stop at shops along the way. With heavy luggage or on rainy days, it is about ¥700 to ¥800 by taxi.

JR Otaru Station to Otaru Aquarium (Shukutsu): about 30 minutes on city bus route 11 (Shukutsu Line). You can also use the 1-day pass discount. Taxis are expensive, so consider them when traveling as a group.

JR Otaru Station to the Mt. Tengu Ropeway: about 20 minutes on city bus route 9 (Mt. Tengu Ropeway Line). The 1-day pass or the Sansaku Ken is convenient.

JR Otaru Station to Yunohana Temiya-den (hot spring): about 10 minutes on city bus route 2 (Otaru City Main Line), getting off at "Temiya 1-chome." Many people use this route in the evening after sightseeing.

JR Otaru Station to the Asarigawa Onsen area: a taxi or a bus bound for Asarigawa Onsen is convenient. Traveling by car is smoothest, but public transport is also available. Check the latest times and fares for route 13 (Asarigawa Onsen Line) on the Hokkaido Chuo Bus official site.

How this differs from our access guides

The articles in our "Otaru access guide" series (access-cluster) cover how to get from Sapporo or New Chitose Airport to Otaru (JR limited express and highway buses). This article focuses on getting around after you arrive in Otaru.

For your trip, you can use them like this: "look up how to reach Otaru in the access-cluster articles, then look up how to get around Otaru in this article."

Checkpoints before you set off

  • Buying a 1-day pass: available on the bus, at the station bus terminal counter and at some hotels. If you plan to visit the aquarium or Mt. Tengu, buying it first makes things smoother
  • Checking timetables: some routes are infrequent, so check NAVITIME or the Hokkaido Chuo Bus official site in advance for peace of mind
  • Phone-booking a taxi: a fee has applied since the December 2025 revision. Using the taxi stand is the basic option, which also lets you see how many cars are available
  • Winter cautions: in winter, delays may occur due to icy roads and snow-clearing traffic jams. Leave plenty of time when traveling

Summary: choose your transport to match your destination

The best way to get around Otaru changes depending on where you are going.

  • Center only: walking is enough
  • Aquarium, Mt. Tengu, hot spring (Temiya): city bus plus the 1-day pass is efficient
  • Asarigawa Onsen, late night, bad weather: a taxi is convenient (fares revised in December 2025)
  • Rental bike: suits people on sunny days with time to spare

FAQ

Can I walk from Otaru Station to Otaru Canal?

It's about a 10–15 minute walk, mostly on flat roads, so it's easy for visitors. Sakaimachi Street and the Sankaku Market are a similar distance on foot.

Is the one-day bus pass worth it?

Yes, if you visit several spread-out spots like the aquarium (Shukutsu), Mt. Tengu or hot springs (adults 800 yen). For just the canal and Sakaimachi Street, walking is enough. It also includes facility discounts, so it's especially good if you visit the aquarium (Otaru Aquarium: 1,800 yen → 1,300 yen).

How do I get to Otaru Aquarium (Shukutsu)?

Take route bus 11 (Shukutsu Line) from Otaru Station, about 30 minutes. The aquarium is also a one-day pass discount facility, and it's cheaper than a taxi. Check the latest times and fares on the Hokkaido Chuo Bus website.

Where can I catch a taxi?

There's a taxi stand in front of JR Otaru Station. Since the fare revision on December 17, 2025, phone bookings carry a fee (they were free before). In winter (December 17, 2025 – March 26, 2026), fares were about 20% higher.
