New Chitose Airport to Otaru: Complete Access Guide | JR Direct Train, Bus & Rental Car Compared
・
From New Chitose Airport to Otaru, the direct JR Rapid Airport train gets you there with no transfers in about 73 minutes for ¥1,910. Since April 2025 there has also been a direct Hokkaido Chuo Bus service (3 runs a day), but JR stays well ahead on both frequency and travel time. International visitors holding a JAPAN RAIL PASS or Hokkaido Rail Pass can ride at no extra cost. Below we walk through each option and how to choose.
This page is our "New Chitose Airport → Otaru access hub": an overview of the three main options (the direct JR Rapid Airport, the direct bus and a rental car) and how to pick between them. For details by situation (early-morning or late-night arrivals, traveling with kids, lots of luggage, LCC flights), by option (JR transfers, booking the Resort Liner, comparing rental car companies), or for route comparisons, the return trip and an English guide for international visitors, head to the individual articles in the "Related articles" section at the end of this page. Getting from New Chitose Airport to Otaru: What to Know First

This image was generated by AI for illustrative purposes.
There are three main ways to get from New Chitose Airport to Otaru. The JR Rapid Airport lives up to JR Hokkaido's official slogan, "Only JR runs direct!", as the fastest and most frequent option. The direct bus service launched in April 2025 has only a few runs, and a rental car makes sense mainly if you plan to combine Otaru with the Shakotan Peninsula or Asarigawa Onsen.
| Option | Travel time | Fare (adult, one way) | Runs per day |
|---|---|---|---|
| JR Rapid Airport (direct) | About 73 min | ¥1,910 | 1–2 per hour during the day |
| Direct bus (Chuo Bus) | About 90 min | ¥2,300 | 3 |
| Rental car (expressway) | About 52 min + city driving | Tolls ¥2,250 extra | — |
The JR Rapid Airport runs from 6:38 (first train) to 23:21 (last train) from New Chitose Airport, so it works for anything from early-morning to late-evening flights.
JR Direct Rapid Airport: The Fastest, Easiest Main Option
The JR Rapid Airport runs directly between New Chitose Airport Station and Otaru Station. Along the way it stops at Minami-Chitose, Chitose, Eniwa, Megumino, Kita-Hiroshima, Shin-Sapporo, Sapporo, Teine, Inaho, Hoshioki, Hoshimi, Zenibako, Asari, Otaru-Chikko and Minami-Otaru before reaching Otaru.
Fares and travel time
| Item | Details |
|---|---|
| Regular fare (adult) | ¥1,910 (after the April 1, 2025 fare revision) |
| Regular fare (child, ages 6–11) | ¥960 |
| Travel time (fastest) | About 73 min |
| Travel time (average) | About 75–80 min |
| First train (from New Chitose Airport) | 6:38 (arrives Otaru 7:18) |
| Last train (from New Chitose Airport) | 23:21 (arrives Otaru 23:54) |
The ¥1,910 is a through fare that combines the New Chitose Airport–Sapporo section (¥1,150) and the Sapporo–Otaru section (¥800). You can travel both sections without changing trains.
U-seat reserved seats
Car 4 is the U-seat car, where you can reserve a seat for an extra charge. It normally costs ¥840 (¥420 for children), and a ticketless evening-only option bought through Ekinet (JR East's online booking service) costs ¥300. The seats have extra legroom and come with a table and ticket holder (except the front row). There is also a large-luggage area, so it works well if you're traveling with a suitcase. It gets crowded during Golden Week and in summer (July–August), so book ahead if getting a seat is your priority.
Onboard facilities
| Facility | Details |
|---|---|
| Wi-Fi | JR Hokkaido Free Wi-Fi available |
| Luggage space | Fits large suitcases (at the ends of the cars) |
| Accessibility | 733 series: step-free doors, wheelchair-accessible restroom, multipurpose room |
| IC cards | Kitaca, Suica, PASMO, ICOCA and other Japanese transit IC cards accepted |
Getting to New Chitose Airport Station
New Chitose Airport Station is on the first basement floor (B1F) of the terminal building. From the Center Plaza on the 2nd floor of the domestic terminal, take the escalator or elevator down to B1. Signs in the airport are in Japanese, English, Chinese and Korean, and the station is about a 5–10 minute walk from the domestic arrivals gate.
When You Need to Change Trains in Sapporo
During the day, 1–2 direct trains to Otaru run every hour. However, some late-night time slots (roughly 23:22 to 6:37 the next morning) may have no direct trains to Otaru, in which case you'll need to change at Sapporo Station.
The transfer to the JR Hakodate Main Line at Sapporo Station is all within the same station, and a connection of as little as 3–5 minutes is enough. There's no extra fare, and if you use an IC card the fare is calculated automatically.
If your itinerary goes through Sapporo (for example, staying in Sapporo and taking a day trip to Otaru), see our Complete Guide to Getting from Sapporo to Otaru for details.
Airport Bus: Direct Bus Times and When It Makes Sense

This image was generated by AI for illustrative purposes.
On April 1, 2025, Hokkaido Chuo Bus launched a direct bus service between New Chitose Airport and Otaru (the Airport Bus Otaru Line). As of April 2026, one more round trip has been added, for a total of 3 round trips.
New Chitose Airport (in front of ANA, Stop 20) → Otaru Station
| Departs | Arrives (scheduled) |
|---|---|
| 10:38 | 12:08 |
| 13:38 | 15:08 |
| 15:38 | 17:08 |
Otaru Station Bus Terminal (Stop 2) → New Chitose Airport
| Departs |
|---|
| 7:30 |
| 9:00 |
| 3rd run:* |
One way costs ¥2,300 (¥1,150 for children). No reservations are needed; it's first come, first served, and you can pay with cash, a transit IC card, contactless credit card, or Basmo, a smartphone ticket app. There are no round-trip discounts or coupon tickets.
Compared with JR, the train wins on every count: travel time (about 90 min vs. about 73 min), fare (¥2,300 vs. ¥1,910) and runs per day (3 vs. many). The bus really only makes sense when the direct JR train times don't line up with your flight's arrival, or when you'd rather sit back and relax in a seat the whole way. In winter (December–March), road conditions can make the trip take much longer.
Rental Car: Combining Otaru with Shakotan or Southern Hokkaido
A rental car suits itineraries that start at New Chitose Airport and go via Otaru to the Shakotan Peninsula, Asarigawa Onsen, or on to southern Hokkaido (Donan).

| Item | Details |

Money-Saving Passes for International Visitors
For international visitors, the JR Rapid Airport pairs well with rail passes. With a pass, you can travel between New Chitose Airport and Otaru at no extra cost.
JAPAN RAIL PASS (nationwide, as of April 2026)
| Type | Ordinary car (adult) | Child (ages 6–11) |

Eligibility: foreign visitors (entering Japan as temporary visitors). It covers non-reserved seats on the Hakodate Main Line and the Rapid Airport between New Chitose Airport and Otaru. Using a U-seat (reserved seats in Car 4) costs an extra ¥840. You can buy it from travel agencies outside Japan or the official JR Pass online store (get an exchange order before you leave), or at New Chitose Airport Station, Sapporo Station and other stations by showing your passport.
Hokkaido Rail Pass (Hokkaido only, for foreign visitors)
| Type | Adult (bought in advance) | Adult (bought in Japan) |
|---|---|---|
| 5 days | ¥22,000 | ¥23,000 |
| 7 days | ¥28,000 | ¥29,000 |
| 10 days | ¥37,000 | ¥38,000 |
It covers all JR Hokkaido lines (except the Hokkaido Shinkansen and the South Hokkaido Railway), including the New Chitose Airport–Otaru route. You can buy it through JR-EAST Train Reservation (online), travel agencies outside Japan, or at New Chitose Airport Station (passport required). The "3-day" and "Flexible 4-day" types are not listed on JR Hokkaido's official page*.
JR Hokkaido area passes (for trips combining parts of Hokkaido with Otaru)
Instead of covering all of Hokkaido, these passes for foreign visitors focus on specific areas.
| Pass | Price (adult, bought in advance) | Areas covered (selected) |
|---|---|---|
| Sapporo-Noboribetsu Area Pass | ¥10,000 | New Chitose Airport, Sapporo, Otaru, Noboribetsu |
| Sapporo-Furano Area Pass | ¥11,000 | New Chitose Airport, Sapporo, Otaru, Furano, Biei |
Both can be used between New Chitose Airport and Otaru. For a 1–2 night Hokkaido trip that combines New Chitose Airport, Sapporo and Otaru, they may work out cheaper than the Hokkaido Rail Pass.
Welcome Suica (IC card)
Welcome Suica is a Suica card for foreign visitors. It needs no deposit and is valid for 28 days. JR Otaru Station accepts Kitaca and Suica, so you can just tap in and ride. You can buy it from dedicated machines at Haneda Airport, Narita Airport, Shinagawa Station and elsewhere, but whether there are machines at New Chitose Airport is*. Note that beyond Otaru Station (toward Yoichi and Kutchan), the ticket gates don't accept IC cards, so you'll need a paper ticket.
