Otaru Herring Dishes: The Complete Guide | Spring Herring Season and Top Restaurants [2026]

・

Otaru is a "herring town." In the Meiji era, herring fishing, with vast schools that filled Ishikari Bay, underpinned the city's prosperity, and traces of it still live on in the bustle of the Rinyu Morning Market and the historic buildings of Shukutsu. In the spring fishing season comes the time when you can taste in-season Hokkaido herring at its freshest. This article brings together the Otaru herring experience in one place, from when spring herring is in season to how to buy it at the markets and the best restaurants for herring dishes.

Otaru and herring: the "herring town" that powered Meiji-era prosperity

Otaru's deep ties with herring go back to the era of huge catches from the late Edo period through the Meiji era. In spring, herring surged close to the shore in Ishikari Bay, and in 1897 (Meiji 30) the catch reached about 980,000 tons, the highest in Japan.

In the Shukutsu area, the way of life of the wealthy merchants of the time, such as the great net-owner Shiratori family, still survives in physical form. From 1884 to 1886, landings exceeded 6,000 koku every year, and a net owner's annual income is said to have topped 100 million yen in today's money. The prosperity of fishing became the economic foundation of the port town of Otaru and laid the groundwork for its growth as the gateway to Hokkaido.

From 1954 onward, however, herring numbers plummeted, and a long era of poor catches followed. Then, from 2009, kuki (gunrai) began to be observed again in Ishikari Bay, and in recent years catches have been recovering. The memory of the "herring town" remains deeply engraved in Otaru's culture and food.

When is spring herring in season? The fishing season and the gunrai phenomenon

The herring landed in Otaru and Ishikari Bay mainly belong to the "Ishikari Bay stock." This stock's spawning season runs roughly from late January to early May, and February and March, the spawning period, are considered the peak season, when the fish are at their fattiest and most flavorful.

However, the fishing season varies from year to year with water temperature and sea conditions. We cannot promise "you'll definitely be able to eat it at this time," so please check the latest information from each shop and market before your visit.

During the season, you may see the "kuki" (gunrai) phenomenon along the coast of Otaru Bay and Ishikari Bay. When herring spawn in huge schools, the sea turns milky white from the males' milt, a sight once loved as a seasonal sign announcing "the arrival of spring." For many years it was almost never seen, but since 2009 sightings in Otaru Bay have been reported again. It is not seen every year; it is a rare experience that only happens when timing and luck coincide.
